snapfiles.com	Find shareware and freeware programs. Has lots of info including user ratings and editors ratings on hundreds of programs. This is a fantastic source for find the right app for the job.
hotscripts.com	You will find mounds of scripts here. Free and commercial for all your webrelated needs. This is a personal favourite of mine.
sourceforge.net	The biggest and best open source site out there. They host thousands of projects and then some. This is my first stop period when I need something, be it for a project or for my own use.
